Just being in physical contact with a ship is not the same as the game definition of "touching". For 2 ships to be touching one of them has to have overlapped the other. Since you cannot overlap a ship with barrel roll, then no, you cannot use a BR to make 2 ships be "touching".

Last line on the card. It can overlap obstacles but not other ships. Because it can't overlap other ships, the effects of Intimidation/Anti-Pursuit Lasers/Ion projectors don't apply.

The answer to this particular Tractor Beam question is actually pretty clear. The key is the distinction between "touching" and just being in base-to-base contact.

Unless FFG alters the text of the released Tractor Beam Token Reference Card this ruling is clear. Currently, as daveddo pointed out, the last line on the Reference Card is as follows: "This is not an action or a maneuver, and can cause the ship to overlap obstacles (but not other ships)." In the Force Awakens Core Set the Rulebook reads as follows on page 19: "Touching Two ships are touching if one ship overlapped the other ship while executing a maneuver and their bases are touching as a result."
The movement you cause with the tractor beam weapon is not a maneuver and therefore you can never cause two ships to be touching with any adjustment you make as, by RAW, "one ship overlapped the other ship while executing a maneuver" must occur in order to cause the gamestate known as "touching." Additionally the Reference Card specifically states that you cannot overlap other ships.
Therefore if you did barrel roll a ship so that its plastic base was in physical contact with the plastic base of your own ship the two ships are not "touching" as you never instigated the case of "overlapped" that is required by the RAW.
