That ship suffers 1 damage. ) in Combination with Tractor Beam (If this attack hits, the defender receives 1 tractor beam token. Then cancel all dice results.) firing at a Small Ship , (which will initiate a Barrel Roll per Tractor Token: At what point do you measure to Range 1 for additional enemy ships? Before the Tractor BR or After?

The tractor beam token is received after step 6 of the attack (Compare Results) but before step 7 (Deal Damage), and its boost/barrel roll effect would happen at the same time. Ruthlessness triggers after the attack is complete, so you would measure for it after you've moved the tractor-beamed ship.
