Here is my question, when you use a focus to change your eyes to hits, and you are using mangler cannon can you change one hit to a critical hit?

Yes and no. There's no specific order to your own dice modifications unless imposed by the cards or tokens you have available, so you're more than welcome to spend your focus or use Accuracy Corrector then Mangle one of the booms into a kaboom.
Can't use AC then Mangle as noted below, because AC forbids further modification, which Mangle is.
Which is why AC is much scarier with Autoblaster weapons...

You could start out with a blank, have some effect change it into an eye, have some other effect change it into a hit, and then have another effect change it into a crit. Now you only get that one reroll but you can make any number of other modifications although sometimes the order of your modifications is important because you still only get to apply a specific modification once.

You can use both abilities, but not on the same die. Example: you follow a decimator with 1 hull left. You roll 3 blanks:
- You can use lone wolf to reroll one dice (ending up with yet another blank)
- You can use your target lock to reroll the other 2 dice.
No real reason why you would not use the target lock to begin with, aside maybe using lone wolf reflexively and realizing afterwards that you had a target lock and using that one.

You can use any of them you have BUT any given die can only be re-rolled once.
Consider Han Solo (reroll all possible dice) with Predator (reroll 1 or 2 depending on target) and a TL on the target. While you are unlikely to use all three reroll methods it IS possible.
1. Use Predator to reroll a die.
2. Then use TL to reroll any other dice you want up to all of the rest of them excluding the one Predator already rerolled.
3. Use Hans ability to reroll all dice that haven't previously been rerolled.
Now if you use Han first he'll automatically reroll everything so the other two abilities would not be used. Spending the TL would allow any number of dice to be rerolled the first time which may leave a die left over for one of the other ones. Predator is likely the first choice to reroll if you just want to make a minor adjustment.
Now while you're likely to use Predator first (it's free to use after all) if you still don't have a really good attack roll sometimes one may want to use Han's ability to try and roll everything else to make a miss more likely which would then trigger an equipped Gunner to allow a second attack. It may not be common but it can happen.
Using multiple sources of rerolls makes more sense when you look at something like Scum Boba Fett with Lone Wolf, or a ship with Predator flying next to Howlrunner. Those effects only allow you to reroll one or two dice, unlike a target lock that allows you to reroll as many as you like.
It also comes up when an ability like R7 is used to force someone to reroll their results. You'll typically make the attacker reroll their hits. The attacker can't use a Target Lock or Predator to reroll those dice again.
