Nope, it's been there for months now. It was one of the first things added in the errata I believe.

These reasonable interpretations won't have the same randomness to them anymore if damage is supposed to be dictated by how many DoS you get. To bad...
"Anymore"? Accurate weapons already operated on a stronger variant of that rule. Consider the DoS damage to be the one you get from your skill - and the rolled damage the one from essentially good luck in hitting an enemy where it hurts.

DH v2.0 Errata
released on October 28th of 2008.
Oddly, I have kept all three versions of the errata for DH that have been released thus far. Call me sentimental, or a completist; either works.
