So I can't figure out how Manaroo would ever have an evade? Am I missing something?

It's why Stygium Particle Accelerator doesn't have a Phantom only restriction, and Advanced Cloaking Device does.

I've been theory crafting a list with Cloaking Device/Stygium, but I'm wondering if dumping 4 points on something you might lose first turn is wise...

Just forward design. There are ways around it currently, and there could well be ways to give it an evade more reliably in the future.

Honestly, I don't think it is worth it. It's too unreliable. The Cloaking Device on its own is probably worth the points if used judiciously, but the Stygium has a solid chance of doing nothing useful at all. Pass.

Wise? Maybe not. But when you do pull it off (and 75% chance of succeeding?) Why not give it a few testruns?
