If two pilot abilities happen at the same time (e.g. the start of the Combat Phase), how do you determine which takes effect first. Specifically I'm wondering about Manaroo and Palob. Is there an order I have to use their pilot abilities in or do I get to choose?

If it is the same time on opposing squads, I'm pretty sure it comes down to initiative.
Depends on if they both belong to you or not.
If they are both your ships then you get to decide the order. If one belongs to you and the other one to the other guy, then the person with initiative gets to decide who goes first.
If it is your squad, you get to choose the order.

Yup. Each player can resolve their own effects in any order they'd like to but the player with initiative must resolve their effects first.
