Pretty tanky build. Kenkirk+Ysanne helps delay your demise. It's pretty easy to nab a TL early to take advantage of vessery's ability.
I was told that because Ysanna is a free "ACTION" if Im stressed I cant take the free evade token. Is this correct?

That is correct.
It is also one of the few combat phase actions, so you can potentially push-the-limit off of it to do something like boosting (with engine upgrade) AFTER everyone has moved (ie boosting out of arc). It's expensive and albeit not that effective, but very fun.
Anyways back to the list. I've flown the decimator with a defender and it works decently enough. Rexler always sounds really cool, but in practice his ability is not the most effective outside of shooting large, easy to hit ships (which are falling out of meta a bit). Vessery might give a much greater bang for the buck. If you are intent on Rexler, try to make it so that he's not shooting first. So try to fit in a VI on kenkirk or upgrade him to chimmy

Fleet officer gives a focus token to both the Deci and Rexler. The decimator shoots first, stripping tokens. Rexler then shoots with predator and 2 focus tokens, giving the greatest chance for his ability to kick in.
My take on a Decimator+Defender list is:

Colonel Vessery (35)
Lone Wolf (2)
Heavy Laser Cannon (7)
Twin Ion Engine Mk. II (1)

The Decimator is almost guaranteed to go down every game, but should be able to do enough damage for the Lone Wolf Vessery to finish the job. And Determination is important to protect you from Blind Gunners (I learned that in a hard way).
I feel you want to focus on survivability in this case. I think it will be easier to do when the new titles are available. In the meantime:
Oicunn w/ predator, palpatine & engine = 57
Rexler w/ lone wolf & shield = 43 (or predator and hull upgrade is same points)
Kenkirk and Chiraneau are too expensive I feel to get the essential upgrades.
Oicunn is good for damage, and with palpatine, your opponent cannot kill Rexler easy, so will have to go after Oicunn. Use bumping to limit shots on him. Would be nice to give Rexler an HLC, but the points become spread too thin, I think...
So this si what I will be playing with tomorrow. What do you guys think of this?

Don't underestimate Twin Ion Engine Mk. II on a Defender. There are lots of situations, where you acutally want to take the 1- or 2-turn and having six more green maneuvers makes you far less predictable in the following round. Don't underestimate Col. Vessery as well. His ability is easier triggered, even works while he's stressed and with Veteran Instincts he reaches pilot skill 8, too.
I personally never liked Rexler. His ability is so situational, that I'd consider it almost useless. Typically, you need your focus tokens to modify your attack. Even when you didn't roll any eyeballs, the Defender isn't an arc dodger and it's very likely that you want to keep that focus token for defense. Yes, Fleet Officer fixes that, but then you're limiting your Decimator to a total of 4 maneuvers, if you want to clear that stress. If Chewbacca or Draw Their Fire would be more popular, Rexler's ability could be worth a thought. Don't get me wrong, Rexler still has his place, because of his high pilot skill, but if you like to apply crits, there are tons of easier options.
Additionally, Fleet Officer prevents you from using Engine Upgrade. I'd be hesitant to play any tricked out Decimator without Engine Upgrade. The thing is just so **** fragile, even though it rocks 16 health. Commander Kenkirk doesn't even make any difference, unless you invest 12 more points into Palpatine and Ysanne.
Imho, you want your list to be too many things at once. If you want to pull that list off:
These are three lists that show, how I'd approach a Defender/Decimator list:
Classic Chiraneau + HLC-Vessery
Vader Patrol Leader + HLC-Rexler
Keep in mind, that they're off the top of my head as well and I didn't test them.

98 points. You don't really need Weapons Engineer here,he just allows you to paint 2 targets for Vessery. Probably best dropping him for Engine Upgrade and going to 99.
Best thing about this build is how much the Defender titles will buff this. Juke and X7 mane, or D and Tractor Beam.
I dropped the idea of running these two together due to the fact that 1 out of 3 lists I face is TLT or stressbot. Everytime I play them I get shut down and picked off. Running three interceptors now.
This is pretty brutal. Heavy damage but not too survivable. Fun though!!

Maybe try:
Vess with VI, HLC and Mk2 Engines
RAC with Determination, Rebel Captive and Engine
98 points.
RAC generally target locks due to his free focus like ability so you can activate Vess ability a lot more. Have Vess fire first and then RAC to make the most of the situation.
However, TLT or Miranda will wreck your day pretty quick.
