After finishing I scanned it as I usually do to try to get some grasp on possible sinergy and I saw that potentially Gallant Haven could be turned into an AS monster by ruthless strateging the hell out of its fighter escort, while giving no damage to them thanks to the 1 damage reduction from title. Then I looked again, and the title wording says "Before a friendly squadron at distance 1 suffers damage from an attack, reduce the total damage by 1".

The question then is: is the ruthless strategist damage considered an attack for GH purpose?

Damage from Ruthless Strategist is not damage from an attack. It is damage from an effect.

So no, GH does not protect your ships.

It isn't an attack.

In the same way that Gallant Haven will not protect your fighters from Mauler Mithel moving close by or from them not shooting at Sontir Fel.
