When will dates and locations for the regionals be finalized and what are the rules for entry? Anyone know?

Actually that's incorrect. You are given 2-3 dates by FFG and must adhere to one of those. Once you pick one, you then have to go through FFG to change it.

That's entirely possible, given the little I know about TOME, but I hope not. There's not much advantage to the first-round bye if it's worth 150.

Note that with the new tournament rules, any event with 45+ players will have enough rounds and a wide enough cut that generally all the X-1 players will make the cut*. So from that perspective MoV doesn't matter as much, only for the occasional X-2 that gets in.

*There are a few player counts past 45 where it is possible, with less than 50% chance, that there will be one X-1 player who does not make the cut. This was probably not intentional on FFGs part because it doesn't show up if you put it into a Swiss Triangle calculator and assume paired down players either always win or lose. Also, first round byes can consistently result in X-1 players not making the cut.

I can confirm that the local store here has been confirmed for a couple regionals (sadly not X-wing) so I would expect to see announcements fairly soon.

I think they just have to make sure that all the selected stores are still willing to do it.

EDIT: Just realized you were referring to regionals....oops..which aren't likely to be below 45 (where there are some problems with the cut for X-1 between 28-44 players).

Last year there were different parameters for # of players, rounds, and top cuts. That said, some stores still vary from them for different reasons, but at least the recommendations for this year are better.

Don't get me wrong, I still consider a free victory nice, but I wonder if it's really worth the effort you probably went through to get it from a Store Championship. Especially since the number of players attending those raised from last year, so it is harder to get.

And from what's it's worth, I don't think I'll be able to get a Bye this year, so it's not like I'll be affected by this rule change.

You are incorrect also. FFG gives the span of the Regional Season (April 1 - June 11 this year) and the stores submit two dates they want to have the Regional on their application and then if they are chosen, FFG tells them which of the two submitted dates to use.
