I have 3 PCs who are over 200+ xp none of them have a soak higher then 4.

There are two whole characters in 3 games with 200+ xp whose soak total is around 6 maybe 7.

Dedication: Body +1

worn armor soak 2

Jury Rigged Soak +1

100 points. And 2 required levels of toughened, for +4 WT, too.

Then Marauder: entry+45 more brings enduring +1; 65 more to get another +1 Enduring.

Then add bodyguard: Entry+65 brings enduring +1

Dedicated soak builds can be done (especially with wookies) to get into the soak 15+ range. I've seen multiple players do so.

I didn't say it wasn't possible. I'm just saying I've never seen one in a game. Mostly because getting that high requires you to build a pretty one dimensional character. Most of the players in games don't bother with soak and go with builds that can actually do something besides combat. On average I doubt you will find very many meatshields in a star wars game. Super heavy armor just isn't very Star Wars. Honestly if you put together all the characters in the movies you will find the heaviest armor any of the main characters wear is laminate.
