STRATEGY CARD ACTIVATION CONFUSION

Hello!

I was wondering if, when ausing a Strategy Card's second action, do you have to use a Command counter twice - one to activate the card, another to pay for the action itself? (except in the Logistics card)

Second Abilities can be playedd by the players that didn't choose the card, after it's primary ability has been played.

As such you only have to spend one command counter from the strategy allocation area to play that second ability. You do not activate the card.

To activate the card, you simply declare it's activation as your action. You do not spend any CC's to activate it. You just execute the primary ability as written.

After you are done, the OTHER players can spend a CC to execute the secondary ability of the card (except Logistics and Leadership, which DO NOT require you to spend a CC, as you are buying MORE CC's, and Trade II which doesn't have a secondary).
