Can Can Somebody Please Clarify the Phantom Change (the one from a while ago)

So I was pretty active on this forum and game wise a while back but I've been away for a while and missed this big phantom change. I've looked through the forums and at the updated FAQ:

At the start of the Activation phase, after players have resolved all other abilities that trigger at the start of the Activation phase, each ship may spend a cloak token to decloak, starting with the ship with the lowest pilot skill (using initiative to break ties).

But I still don't fet the magnitude of this change, it's probably very simple but I could use some help from experts out there.

Does this mean an ioned phantom can now decloak, since it doesn't need it's dial to do so?

What abilities trigger at the start of the activation phase? Do phantoms still decloak (in ps order of course) before anyone else moves?

What exactly is the nerfing part of this rule change?

Intelligence Agent triggers before Decloak, which is helpful.

Phantoms decloak before anyone moves, not just pilots of the same PS.

Pre-nerf, Whisper decloaked after Soontir Fel moved, if the Baron had initiative.

What exactly is the nerfing part of this rule change?

  • Decloak can no longer be used to arc-dodge
  • Decloak can no longer be used to gain an attack on someone who was otherwise out of arc
  • Decloak can no longer be used to avoid blocking
  • Decloak can no longer be used to avoid Bombs

Decloaking still happens in PS order, so Echo will always decloak before Whisper.

But after Whisper decloaks, the PS 0 ships move.

Alright, got it thanks guys i knew it was simple, just wasn't thinking it out correctly in my head.

I guess i'm just used to planning to decloak no matter what happens, so i was thinking of decloak as already guaranteed as i would assign my dials....if that makes sense.

Oh yes, very true. I should have clarified. I meant in the sense that before any actual maneuvering dials are shown in PS order, decloaks take place, introducing that uncertainty for the decloaker. PS order obviously counts for any decloakers on the board.
