weapons control and the quorum cards actions

I've received two questions from among my group of players for which I cannot find a real answer in the manual:

1. Does the "Weapons Control" action allows the player to attack any cylon ship, not just basestars ?

2. Some quorum cards stay in play. Can the player who receives such a card use the action listed on it as his/her choice of action, or is the action no longer available once the card has been played from the president's hand ?

Yes you can!

No, he can use the card as an action. That is why the card is given to him.

I don't think so. The cards say "give the card to some player", but they also say "keep this card in play" which implies that the player doesn't actually have the card as an action. Furthermore, that player recieving the card usually gets some other abillity.

Exactly imo. The Quorum card stays in play, but just for the new special ability that X player recieves, just as the Crisis cards that stay in play only stay for the special ability.

It would certainly be interesting if you could say "I don't want to be Vice President, let's make HIM Vice President, oh and I want some Politics cards". I don't think that's the intent, though.
