Proximity mine crit into thrust control fire is the one that comes to mind.
We were discussing this on the rules forum and as far as any of us can figure there is no way to consistently put stress on another ship. Short of using something that can flip over a damage card and get stress from that
I think it is safe to say that there will never be a way to consistently apply to your opponent in the movement/activation phase. That would fundamentally break the flow of the game as it would be unwise to ever dial in a red maneuver.

Same with the Jam action, but that only happens after each small and large based ship has already activated so that would be just as effective currently as `at the beginning of the combat phase´.
Apart from flipping a Console Fire already mentioned, these are, as far as I know, the only way to induce stress during the activation phase by an opposing player.

That only works as long as that's the only damage card dealt... So that's not what most people would consider consistently.
