A ship with navigator and Hera crew

Navigator

When you reveal a maneuver, you may rotate your dial to another maneuver with the same bearing.
You cannot rotate to a red maneuver if you have any stress tokens.

Hera

You may reveal and execute red maneuvers even while you are stressed.

Which card trumps the other? Can you now rotate to red maneuvers because of Hera? Or does the navigator's text still prevent that, because it specifically states that it can't be done?

Navigator wins. You may *reveal and execute red maneuvers*, but you still can't *rotate* to one. Rotating with navigator is a separate thing from revealing and executing. It doesn't matter that you *could* execute one, because you can't rotate to it in the first place.

Also, IIRC, there is a general rule that "cannot" on an upgrade or pilot ability always trumps "may".

The Golden Rule on page 2 of the Rules Reference:

If a card ability or mission effect uses the word “cannot,” that effect is absolute and cannot be overridden by other effects.

Navigator says "cannot", so Navigator wins.

Some players can read these cards dozens of times and still miss things. ;)

just use Navigator with Hera pilot :)
