Is it permitted to start one ship touching another?
My situation would be a shuttle and another ship so the shuttle can do a 1-straight and not stress.
Obviously, there'd be no action for the shuttle.

What do you mean by "touching?" Do you mean the game definition of touching or are you simply asking about adjacent ships?
I suspect it's legal to start with them in physical contact. Even if it isn't, it's absolutely legal to start them something like 1mm apart, which is effectively the same thing for your purposes, and it's absolutely legal to arrange them in a position where some will run into others on certain moves.
Yes, I referencing the physically touching. I get that 1mm would effectively accomplish the same thing. It's more for games where the opponent is being a strict person.

You can place ships so that their bases are physically making contact at the start. Keep in mind that ships start within range 1 (100 mm) of the edge, so you would not have room room to place a small ship directly in front of the shuttle base. (Small base 40 + Large base 80 = 120.)

Yeah the game defines touching as what happens after a ship has overlapped another ship's base.
This trick is called "parking" and somewhere in this vast galaxy message board someone mentioned that it's legal but FFG is observing if this would be a problem in the future.

Parking or fortressing means playing so that a ship never moves. It is unambiguously legal that you can start ships in base-to-base contact, and not controversial or likely to change.

Not if the shuttle is pointing toward the opponent, no. However, it can start sideways.
Edited by QuarrelI fortress my palp aces list for a few turns sometimes when I need to control engagement distance strictly to get the shuttle in early. I start with all 3 ships touching, Vader and the shuttle sideways facing each other with soontir touching vader's back corner facing my opponent. 1 straight shuttle, 2 straight Vader, 1 hard soontir and just hang out for a while.

Well, the point of the game isn't to fly your ships into Range 1 of your opponent as quickly as possible so they can shoot you more easily. Even if some people seem to think not doing so is slow playing.
If I have a ship that has 1 Agility, why on earth would I not move it slowly early on, especially if its build is one designed to support other ships, something it can't do very well if it gets destroyed in Round 3.

Edited by ObiWonkaThe quick and easy way of doing this is to have an Omicron Group Pilot perform the red-stop maneuver every turn, but give his stree token to Yorr behind him, then Yorr performs a green maneuver and clears the stress, even if he bumps into the back of the OGP.
This list is referred to as a Lambda fortress, because you can have 3 or 4 total Lambda shuttles in one corner of the play area so that anyone approaching is met with 4 firing arcs.
You use systems like FCS or Advanced Sensors to get some actions outside of the normal perform action step, so you don't suffer the full consequences of the constant overlaps.
It's something to do if you own 3-4 Lambdas. They are great ships, I only own the 2 so have never tried it.
