This deck - clearly not designed to be a solo deck - will theoretically work best in a multiplayer setting of 3-4 players but I have had some success with it in a 2 player game due to the encounter deck not land locking us in questing.

The idea is to make the utmost use of Gandalf's ability to maximum capacity - so once per phase of the game.

Expert Treasure-Hunter is used to make sure you pull off any attachments from the top of the deck during the questing phase. Since you really don't need many resources Errand-rider is used to put resources on to Gandalf who becomes the perfect candidate for Parting Gift after gaining the Leadership sphere from Narya (or from his own ability if the event is on the top of the deck). This deck is purely an enabler.
Favor of the Valar is used as a fail safe to protect from threating out but the real "gimmick" of the deck is using Desperate Alliance to give control of LorAgorn to your teammates, allowing them to reset their threat after you've doomed them to near death for resources and card draw.
I would have tried to fit in more zero cost events, but too many of them are situational responses and couldn't be trusted to keep firing every phase.
The deck does have a dilemma on longer quests since you won't be able to continue to doom everyone all the time, but using Favor of Valar before resetting their threat should give you access to the Favor again after using Will of the West to reset your discard pile, giving you a little more breathing room between that and Elrond's Counsel. And between the zero cost rapid fire and Expert Treasure Hunter, you will burn through your deck pretty quickly.

Any of the other players. One of my friends regularly plays Beregond, so he's perfect for it. But if anyone else is Gondor (or has Steward on), it helps their acceleration as well.

While nearly 50% of the deck does still have a cost, none of them are over 3 resources and most of them are neutral, so matching isn't an issue. Plus after 1 or 2 Legacy of Numenors, you have enough resources to play everything that had a cost. After that the goal is to stack resources onto Gandalf and then send them to someone else with Parting Gift. Arwen's resource is also often given to someone else other than me but can help in getting Unexpected Courage or Bilbo out when you draw them.

I've played with the deck some more and decided Daeron's Runes is best to play from your hand any time you end up with an attachment/ally on top of the deck rather than playing it from the top of the deck as soon as you see it. Because running into an attachment after you draw for Expert Treasure Hunter is really frustrating.

Also, save Wizards Pipe to swap a card you can't play with a zero cost event that you can just so you can (hopefully) continue to cycle through. Imagine any other deck you (and/or your friends) are running gaining 3-6 extra resources and/or 2-4 extra cards by turn 2. It is a major boon that helps make up for the fact that you are bringing very little else to the table. The bonus resources really help out Erestor decks as well so they can play out their hand instead of loosing it.
