In the elimination rounds, if at the end of the game, both players have the same points of their respective opponents ships destroyed - the player with initiative wins.

You're asking players who think the illicit Cloaking Device is a waste of two points because of a 25% failure rate to leave their odds of winning a major tournament to chance?

Considering the first bye is random (with the exception of the super byes at premier events.) It is already randomized. As for the second bye it goes to someone that has lost useually by the lowest MOV 0/100 loss. So the 2nd bye is already 0-1 with the lowest MOV. the 3rd Bye is never going to make the cut as they area already 0-2 with mov less than 100 out of 2 games.
