Who rolls the die? Does the ion projector owner or does the ship that hits roll the die. I had a judge rule that the hitting ship rolled and I wasn't able to use palp.

If you read the card, the instruction says when a ship overlaps yours, roll a die. The judge in this case should have read and done as the card instructs.
