Howlrunner without ties or interceptors? No sense. You are paying for an ability that will not be used. For 16 Rhymer is a better option or Mithel and if you can't a single tie or a title for the raider is better too.
Agree, Howlrunner is definitely a waste here. Dengar, Mauler, Soontir, Rhymer, or (R1 Instigator+ OE + vanilla TIE) would all be better choices.
I like the ship builds in general. I consider Tactical Experts the worst of those officers, though, and would replace them with either the Nav or Eng ones if you have them available and you're set on using one. That said, these are both 2-command ships--not that hard to predict what you're going to need 2 turns out. The only reason I'd use them instead of, for example, Intel Officers, is if your friend doesn't have a lot of Armada experience and needs the flexibility.
Okay how about this:
If he wants to throw in Boba, an Advanced and Dengar or a Jumpmaster might be nice too.
