I think he means that the effect affects the character, but it's up to the player to describe and portray it. Thus, the use of the power is fulfilled, and the player plays their character. Does that help clarify?

I'm saying there is a difference between a supernatural power that actually compels someone to do something and a social skill which influences their general attitudes. Sorry if that wasn't clear.

Indeed, and sometimes the PC's need to play along because a character who isn't phased by anything is boring.
