No. He's still doing the red 3 segnor's loop, he's just using the 3 turn template.
It doesn't change the difficulty of the manoeuvre nor the position of the dial, it changes the template you use for it.
Going by your thinking his normal segnor should be green cause 3 bank is green on his dial...

He doesn't have a speed-3 turn on his dial at all, and his ability only changes the template used, not the speed or difficulty of the manoeuvre.
