No, you can't perform any action when stressed, unless your Tycho or something.

So Phantoms are especially vulnerable to stress for that reason.

Technically, yes. The Advanced Cloaking Device, after you perform an attack, provides you with a free cloak action whether you are stressed or not. However when you move to execute the action you must first check for pilot stress, if you are stressed you may not take actions. Therefore the free action that you have been provided may not be executed.
