My New Home Brew Rules: City/Village Construction

Due to the events in the current game I'm in as a player, the lack of rules for building or rebuilding a village or city is completely lacking. As such, I decided to write up the rules to make it possible for groups to build or rebuild a town and they would be the owners of it. Any and all feedback is appreciated.

For the Base Rules I have a single Base entry as City/Village. From here the group receives monthly income from taxes received from all of the upgrades minus the costs of the city services.

I've added in the following Base Foci and listed the upgrades for them. I have yet to assign a cost in credits or obligation to them. The cost should cover the actual construction/restoration of the buildings in the upgrades. It rather abstract since villages and cities can be very small or very large.

Obligation would only be for the entire city as the upgrades belong to others, unless the characters wish to own them. Cash for building/rebuilding the areas I have no idea on a fair price, so I'm really open to suggestions.
I'm not going to do a fancy formula for determining how much income the group receives, instead it will be an abstraction based primarily on where in the galaxy the planet is located at and how close to a major hyperlane it is. A city on a Core World will generate more income than one in the Outer Rim. If the planet is near a hyperlane than the amount also goes up. Through game play by the group they can work to increase the amount of traffic to the world based upon the group's goals and subject to GM discretion.

Why are you complicating your life needlessly when there are already the rules about making a homestead in Far Horizons? The containg almost everythng you have mentioned so Just apply them and rinse and repeat for the whole village.

If you find something is lacking, then i think your list of upgrades should be easily integrated in the homestead.

The way you suggest is actually far more complicated as you have to do it for every business etc... This way is much simpler since all you do is decide what foci and upgrades you want. Heck of a lot easier than to do it for every single building.
