Cluster missiles and Ruthlessness

Hey guys just a quick question..... if a ship has both Cluster missiles and ruthlessness, does he hand out range one damage to other ships for both of the attack when using cluster missile?? ;)

Lt. Blount is particularly sad that Ruthlessness isn't available.
