I am trying to build a character based on a concept I have in mind. I am hopping to find a species that starts with Agility 3 at creation, and receives a free rank in Charm. Do any of the species fit?

I don't think both are an option. There's Camasi, Faleen, and Twi-Leks for Charm. A Klatooinian would get you the Agility and if Charm was a non career skill you could take a rank of that.

Yes. There are no charm species that start with a 3 in agility. I don't have Chronicles of the Gatekeeper or Lead By Example, but out of the other books:

Rodian, Sullustan, Selonian, Klatooinian, Mirialan, Chadra-Fan, Xexto, and Verpine

All start with a 3 in agility.

Your best bet may be to play human and raise Agil to 3 and take Charm as your free skill?

If Charm is going to be a central aspect I'd go Falleen and not sweat a rank of Agility. The Falleen racial pheromone ability is great.

I want to know what the concept is? Are you making a stealthy charmer?

Sneak up on someone and be like, "surprise, you're gonna love me!"

A rank is only 5 XP if it is in career. If you aren't getting it in career, go Klatooinian.

I am making up a BH: Gadgeteer. I want him to have some Charm skills to talk his way out of situations, rather than use Coercion, mainly as it suits my role playing style I was originally thinking Twi'lek, but am now thinking Falleen.

I believe our campaign will have the Black Suns as the antagonists so a Falleen with a grudge might work really well.

Then buy a rank of Charm during creation. You can use starting XP for any skill, just limited to 2 ranks in a skill.

Falleen's racial is good, stays relevant as you advance and lends uniqueness to the race. I've noticed they've been making some of the races that come out recently like that.
