Because you still have to go through the normal combat steps such as declaring an attack and choosing a target. And you still go through the dice modification step where you can add results.

You are not allowed to skip steps, but it will usually go by with just a hand wave if you have no other way to add results to a roll of zero.

Remember that when an attack rolls all blanks, you still technically go through the steps where the defender has to roll defense die.

Old style Blinded Pilot will allow you to trigger Gunner or Luke, IG-88B, Vader or R3-A2 and even Tactician. It still counts as an attack.

Keyan with Blinded Pilot would still be able to remove a stress, even though he has rolled no dice, as you are allowed to modify 0 eyes as a valid choice.
