What can a Cylon leader say?

A Cylon Leader isn't supposed to get specific about his Agenda. But the advice he gives certainly can reveal

"I think you should concentrate on population" is a pretty good advertisement for the Genocide Agenda, for example.How should this be addressed?

I's say if it becomes a problem, clamp down on it. But since the Cylon Leader could be lying, his advice should always be suspect.

So they didn't, I remained infiltrating til NC, and I could waste 1-2 population on Breeder's canyon. They had 7 population when they jumped. Lost 8, I won.
