Yeah, having played VI Whisper in some recent games I agree with the other voices in here. VI Vader and VI Poe are quite common these days and the initiative bid is useless against them, and most Soontir players will already take a bid of a few points so instead of playing that game call their bluff and take some more stuff.
Han isn't a big deal anymore and with Intelligence Agent or just plain good predictions of your opponents you'll be made or broken by aspects other than shooting before Wedge and Soonts.
The main threat I've seen to Phantoms these days is stress control from the usual sources, multiple TLTs, and green dice negation from crack shot and juke. That bid usually won't help protect you from any of those, but more points can help make your list stronger on the whole to compete.
