Seriously, though, I'm usually really worried flying Whisper into a game with no initiative bid. Could you live with only the 1 Intelligence Agent?

Either both or neither, I suppose.
IA's great for decloaking knowledge, which in my hands nets me more benefit than the initiative bid problem.

Yeah, the initiative bid isn't going to matter much. The biggest competition at 9 is going to be Soontir, who wants you to have it. Vader and Poe, the other big names in arc dodging these days, don't much care WHAT the Phantoms are doing (assuming they're rocking VI, which they almost always will).
I believe there was someone flying a similar list at the store champ here at FFG. Pretty sure he made top 8 with it. Not bad out of 87 people.
