Might someone be able to explain the specifics of a ship targeting itself with abilities that mention friendly ships being at range 1 of themselves? I was not actively involved in the game when this ruling was made, so I sorta missed the boat.

Have a look at Jan Ors and Kyle Katarn...
Kyle's pilot ability: At the start of the Combat phase, you may assign 1 of your focus tokens to another friendly ship at Range 1-3.
Jan's crew ability: Once per round, when a friendly ship at Range 1-3 performs a focus action or would be assigned a focus token, you may assign it an evade token instead.
Here we can see that Kyle Katarn cannot possibly give himself a focus token because the friendly ship must be another one besides himself.
Jan may turn the Focus token that Kyle receives from a Focus action into an Evade because she simply requires that the friendly ship is be "at range 1-3". The rulebook states that "a ship is considered to be at range 1 of itself and ships that it is touching" so this is how Jan is able to affect the ship she is riding in.

So for the purpose of effects that work on "friendly ships at Range 1-2", for instance, you are an eligible target for your own ability. For effects that work on "other friendly ships...", you still have to target someone else.

By way of an example look at the difference between Jan Ors pilot ability and Crew ability
Pilot:
When another friendly ship at Range 1-3 is attacking, if you have no stress tokens, you may receive 1 stress token to allow that ship to roll 1 additional attack die.
Crew
Once per round, when a friendly ship at range 1-3 performs a focus action or would be assigned a focus token, you may assign an evade token instead.
