I totally misread the original post my bad. That said I'd agree that I'd prefer ion. In fact, if I had a target lock I'd use it to deliberately miss the first attack to go for the double stress ion

Gunner can't make you shoot again with the Cannon though, so if you miss the first shot, you shoot again with your Primary. So no Double Stress with Ion.
