Do I choose a target or weapon first?

Situation:

Ghost has an autoblaster turret.

Biggs and Corran are both at range 1.

Corran is in arc. Biggs is not.

If I declare autoblaster turret obviously I must declare Biggs as the target.

But can I just shoot my primary at Corran? Did the new rules change the order of operations for this part of the game?

ATTACK
A ship can perform one attack when it becomes the
active ship during the Combat phase. To perform an
attack, the ship resolves the following steps in order:

Declare Target:
The attacker may measure
range to any number of enemy ships and check
which enemy ships are inside his firing arc. Then
the attacker chooses one of his weapons to
attack with. Then he chooses one enemy ship to
be the target and pays any costs required for the

attack

In that instance though, wouldn't you have to declare Biggs the target with the blaster turret regardless? You can target him with it, and his card states you can't target anyone else if you could target him instead.

From the FAQ:

Biggs Darklighter
If the attacker has more than one weapon
available, it must use a weapon that can
target Biggs Darklighter, if possible, instead of
any other ship at Range 1 of Biggs Darklighter

so, you must choose the turret and attack Biggs.

Essentially, you choose a target, then choose from the weapons you can use to attack that target. Biggs' ability, in the new ruleset, is actually easier to adjudicate: he's the target unless you can prove he's an illegal target for all of your weapons.
