Stating an Uggernaught

I've run into this issue before with things like Hailfire Droid, Vulture Droids in walking mode... essentially, how do you, personally, handle stating large personal scale adversaries? Making it a vehicle, even with the x5 conversion instead of x10, makes it so even missile armed PCs have a very hard time dealing with it, but it seems to go beyond the limitations of the normal stat system.

I ended up doing the Hailfire Droid and Vulture Droids as vehicles, and it worked in the scope of the encounter... but the Uggernaught is supposed to directly oppose foot-slogging PCs.

How would you do it?

Make the base stats somewhere in the realm of a Rancor and mount it with heavy personal scale weapons?

-A vehicle with a 0 Armor rating and low HT isnt hard to KO with blaster rifles...

-Armored vehicles and antivehicle weapons work differently than some expect. Without the hull trauma requiment like you see with wounds, most antivehicle weapons are about inflicting crits instead of hull trauma. If you really want to make the vehicle vulnerable, you could apply a reverse massive quality.

-The uggernaught is an open topped vehicle. Aiming would allow the players to target the crew, likewise a blast weapon could hit them.
