Does anyone know of any fan expansions out there?

On this forum, page 3, someone post something he call a MOD named population and stability i think. I don't know if the link still work. That's all i saw in term of "fan expansion", but i know that someone have create many civ with their own starting tiles. Unfortunatly, i haven't retrieve the topic yet, but i know it exist somewere(maybe a google search will do the job).
