No they are not the same.

The result of spending an Evade token is the same as the result of rolling a green die that happens to come up [squiggle]. This is why Ten Numb's uncancellable crit can't be canceled by an Evade token either. But Homing Missiles just says you can't spend Evade tokens (presumably for any reason, but I can't think of an example where a defender might spend an Evade token to trigger another effect), not that you can't use Evade results.
