Do all ships come with title cards? In the app I have for the x-wing squad builder it shows a title card for the A-wing yet I do not have a title card that came with my A-wing expansion pack or would that be in the Rebel Aces expansion pack?

It's in Rebel Aces. Large ships all come with their own titles since those ships are only in one expansion (so far). Small ship titles tend to come in later packs.

There are also no titles for the Z-95 Headhunter, the E-Wing, the TIE Phantom, the T-70 X-Wing, the TIE/fo Fighter, or the B-Wing.

That's because it accidently got pulled off when I was sorting my list.
Edit: I thought the B-Wing also had a title before realizing it is a modification instead which kind of sucks as adding a crew with some of the mods would have been nice.
Edited by StevenOHaving modifications "unique to those ships" may do as a reasonable amount of "attention" in lieu of titles - the Advanced Cloaking Device for the Phantom, the Integrated Astromech for the X-wing models, the Advanced SLAM for the K-wing (at least until another SLAM ship comes out).
