I'm having trouble deciding if which of these two lists I like more and it mostly comes down to pilot skill.

I think the first list is slightly better. Kavil and N'Dru don't benefit from PS9 as much without repositioning.

I like N'Dru with clusters but you must be careful about range and not to lose him in first exchange. Change out cluster for homing missile and downgrade LW for crackshot. This way he will likely get powerful shot off and then be lower on enemy priority. Perhaps try both ways

This is my current scum list, fwiw:

Boba Fett

- VI, Gunner, Engine Upgrade

Kavil

- VI, TLT, R4 agromech

N'Dru

- Lone Wolf

I've run similar and I definitely prefer list 2.

N'dru does need VI to get his shots off before going down in flames. On that note you really do need stims too or your wasting 1/4 or your list as often as not. This is make or break territory for him.

I don't feel kavil needs VI. Lose that and the UA for the stims.

Another idea is to down/side grade to drea which would free up pts to put stims on kath as well since she comes full modified to begin with.
