The Bit written on your Ship Card is your
Value

When you do the command, you get your Value in
Points
.
And Engineering Team adds one
point
to that.
So if your Value is 4...
A Command Dial adds 4 points, then you add +1, for a Total of 5.
A Command Token adds 2 points, then you add +1, for a Total of 3.
If you spend both a COmmand Token and a Command Dial, then its 4+2, then you add +1, for a total of 7.....
