I know I can resolve both as a single command. What I wanted to know is if when I decide to resolve the dial I must to decide to resolve the token too.

For example: my lovely Victory class has a squadron token. I reveal the dial with a squadron command. I resolve the squadron command but if I could kill the enemy with just 3 squadrons I would like save the token. Anyway if the three squadron wouldn't achieve their goal I would like to activate the fourth and solve the problem.

Could I activate three and then "ups... I activate a fourth with the token"?

No. The token and dial must be spent simultaneously. Unfortunately, that means you'll have to risk one of the two options.
