WHy would Blount need crack shot, especially with the thread tracer? He literally has no need for it in that situation.
When you have the points, VI is a good choice on Blount. Try to get that tracer shot off before you die.
This list seems to provide a decent Alpha/Beta strike and can cover a pretty wide area when you flies it right.

I can dig it. That second Tracer Tala will probably do more for you than switching them all for Concussion Bandits, as it lets you get a second TL if the first target dies.
And yeah, VI over Deadeye on Blount everyday. Even after he fires his tracer, he's still going to be moving and attacking at PS8. With FFG really pushing the PS6-PS8 range instead of PS9+, putting him at PS8 is going to be more useful.
