Push the Limit say you may then perform a free action shown on your action bar... meaning you can't do Action:header actions?

Yes, that's correct. Experimental Interface does the inverse, it lets you use Action: cards but not your bar.
Yeah you can only PTL actions in your bar, but your first action can be anything so feel free to drop a mine first then ptl for whatever.

Yep, this is correct - and something that is commonly missed.
You can perform an Action from a card with the Action: header and then use PTL to focus though.
Or Use Experimental Interface which works in almost the same way as PTL except the second action must be one from an equipped upgrade card with the Action header
You can still PTH to do the actions added to your action bar from cards like Milenium Falcom etc.

Its is bad in a way, because you cant Engine Boost and barrel-roll with experimental interface.
For the most part PTL does not limit your action choice because there are very few times that the second action you want to do is not on your action bar to begin with.

I actually had one wet dream of an idea: Palob with Cloaking Device and EI. Now all you need is to take an action after you shoot, and you could literally be a Phantom with ACD... except with a 3dice TLT turret.
Sad part is... as far as I can tell. There's no way to take an action after attacking currently.
Bossk doesn't do actions.
Experimental interface also gives you a stress...
Engine upgrade and the Falcon title 'add' those actions to your action bar, so ptl is ok there...
Also important, this disallows PtL to flip over critical effects if not done for the first action.

Which also meas you can either take PTL and do the same thing for less points if you have a barrel-roll on your action bar, or double stress your ship in order to Expert Handling + Experimental if you don't.

This is how I felt last night trying out Advanced Sensors and PTL.
Activate E-Wing, focus + evade + stress. Flip over my cunning maneuver that puts me right behind Stele, I'm so smart haha, I'm gonna smoke this foo... oh yeah right. I'm a total dumbass. A 4 speed Koigoran Turn would have been the perfect maneuver to reveal, if you didn't have a self induced stress token Darkcloak you ever lovi' moron! Here is my dial sir, please be gentle with my marshmellow brain. 3 hard off the mat. Game. Set. Match. DC, you idiot.
I don't always make mistakes in X-Wing.
But when I do they're monumental!
You can still drop your bomb THEN focus, if you want.
Keep in mind that a couple upgrade cards specifically state that your action bar gains a certain action, so PTL can work with those.... but yeah not mines I guess.

Interesting, I don't think PtL has changed how it has worked since it was introduced.
Nope it hasn't. I've just always assumed it simply said you could "take a free action triggered off another action, get a stress"
