Can a ship ever attack twice? As in, is there an action that allows it to attack outside of the combat phase? I just looked at the Heavy Laser Cannon and I assume it's just a strap on weapon for the combat phase, not an action.

HLC is a secondary weapon you can use to attack in place of your primary weapon.
You can't attack outside of the combat phase unless you have an ability, for example: Corran Horn's native text allows him to perform an extra attack at the End phase at the cost of forfeiting an attack next turn.
Dropping bombs are not attacks, by the way.

The BTL-A4 title allows Y-Wings to perform an attack with an equipped turret upgrade after attacking with their primary weapon (at the cost of not being able to attack targets outside your firing arc)
Gunner allows you to perform a second attack with your primary weapon if your first attack (with any weapon) misses
Luke Skywalker (crew) is a slightly better version of Gunner.
IG-88 B may perform an attack with an equipped canon weapon if his first attack (with any weapon) misses

Edit - Yes I did.
Presently unreleased TIE/D Title card for the defender allows you to perform an attack with a Canon weapon (provided it costs 3 or less squad points) followed by a second attack with your primary weapon.
Also unreleased - Dengar can perform an attack after defending against an attack from a ship within his arc

Most of those things which allow extra attacks also have restrictions on when they can be used, what they can be used against, and/or have additional penalties when used.
Yep, the Imperial Raider's Primary weapon can attack twice in a round if you assign some energy to it.
The secondary weapon for huge ships; Quad Laser Cannons can attack a second time if the first shot misses.
And the new Rebels ship Ghost can get a second attack with a secondary weapon at the end of the combat phase if the Attack Shuttle is docked with the Phantom title.

Corran Horn can attack outside of the combat phase . All other attacks take place during the combat phase . His ability is not an action.
Several abilities allow multiple attacks during the combat phase . But that is not what the OP asked, is it?

That's ok. Huge ships only apply in Epic formats which is not the foremost format used. Huge ships break other common rules as well but if we are going for completeness it needed to be mentioned.

I'm assuming he thinks he'll get a primary attack and an attack with the HLC, because he's added that weapon to the ship. I run the theory that you may have multiple weapon systems but the joystick still only has the one trigger or firing button, so that's still one attack.

Back in Wave 2, I thought cannons would be an extra attack. I think it had something to do with the weird way they worded it in the preview. Firesprays were totally worth their points for an hour.
Anyway, after we had it sorted out, I still ran Krassis Trelix with Heavy Laser Cannon and Stealth Device to great effect. Along with darth Vader and 3 named TIES. We played 120 point games.
Defender/D title for the Firespray would be the way to make it scary. I would want it to work with HLCs though, since it is a large ship.

Unless you have a crewed turret in addition to the main guns controlled by the pilot
The Ghost with a docked Phantom gets an end of turn turret shot.
Current (May 2017 for future readers) list of possible non-combat attacks:
- Snap Shot : when another ship moves during the activation phase
- "QuickDraw" : there are ways to lose a shield during activation such as bombs, asteroids, baffles , etc.
- Dengar : if one of the above happens, Dengar can shoot back
- Corran Horn : technically his extra is in the end phase, so just barely outside the combat phase

Small distinction between Corran and Ghost: Corran is at the start of the end phase while the Ghost is at the end of the combat phase. This means the ghost always gets its end shot before Corran and can "ps kill" before Corran's end of round
