When you barrel roll can you place the template any where on the side of the ship. Move it. Then place it back on the template and slide it up and down to any position on the other side.

Yes, but the side of the template cannot extended beyond the base. So you've got a little bit of room to wiggle it around.
As the Dr says, you can place the template anywhere on the side of the base as long as it doesn't extend past the base. This can result in performing a barrel roll that can move you to the side and forward or backward in relation to your starting position. This can be quite useful when you need to dodge into or out of a firing arc.

Being able to adjust the template may also let you get around an obstruction that would otherwise block the template and/or final ship position.
And just in case, when a large ship, like the YT-2400 barrel rolls, you place the long side of maneuver template against the ship, instead of the short side.
