Obvious addition for card draw would be Entmoot. Like, seriously, why are you not running that card when almost half your deck is Ent cards?

So, my suggestions would be:

Remove Steward, Horn and Good Harvest. Remove Master of the Forge because you don't have that many attachments.

Add 3rd Treebeard, Entmoot x3 and other cards of your choice. Maybe Fast Hitches for Merry, maybe a 3rd Unexpected Courage, because you can never have too many; maybe more card draw, maybe Imladris Stargazers for better use of Vilya; Ent-draught is another good option. Hell, maybe you could keep the Horn if you really want and if your allies don't mind, though I still feel like you shouldn't need it.

Sneak attack + Gimli ally is pretty effective as you only end up paying a single extra resource (Sneak attack + Sword-thain is 5 whereas playing Gimli normally costs 4) to turn Gimli into a hero and have him then generating resources from that point on.

I think this is probably the best general use for it at the moment other than specific uses like say using it to increase the amount of hobbit heroes you have to benefit existing hero abilities (Merry and Pippin etc).

If your primary use of Sword Thain is resource generation, why not just use Resourceful?

I'm thinking about a Swoard of Thain deck, but haven't figured out yet the best use for it.

I think Caldara or a discarding Dwarf deck (Well-equipped) gets the most value out of it. Perhaps a Vilya deck would benefit from it as well. Basically, anything that can get it into play for free.
