If you can find a way to equip Ordnance team to a squadron, then yes, it will grant a re-roll.

Upgrades only effect the ship they are attached to, unless it specifically says otherwise, or is the Fleet Commander.

The wording is very particular in all of the instances...

For example, Ordnance experts states: "While attacking, you may reroll any number of your black dice."

Page 13, RRG, "Upgrade Cards"

• On upgrade card effects, the term “you” refers to the ship that the upgrade is equipped to.

Ergo, Ordnance experts only applies to the Ship it is on.

You will find that the wording of Fleet Commander cards will not have the "you" on its own, unless it is qualified with a "While a Ship is" or similar...

The Requirement says "Ship Shooting." It does not qualify if it has to be at Ships or Squadrons only, so it would apply if your Ship is Shooting at Ships, or your Ship is Shooting at Squadrons... As long as you are using that Black Dice, you can reroll it.

Some things are qualified, for example... Darth Vader's Rerolls only apply when a Ship is shooting at a Ship, for example.
