Back to Tomax and EI:
With Cool Hand + EI + Fleet Officer, Tomax becomes a really tanky action farm.
BR or TL, Fleet Officer to give yourself and a buddy a focus, Cool Hand for an Evade... A 4 "action" bomber? Add Rebel Captive for funzies.

I don't like Exp Interface and Fleet Officer. Almost never a circumstance in which I'd choose to double stress my own ship. Doesn't even give you a lot of extra benefit, as you can only use Cool Hand on one of the stress or it will be discarded permanently.
If you can get it to work, go for it! But especially on a limited ship like the Bomber, it's not for me. Can't even take TIE Mk 2 to help with the Stress.
However, I do like the idea of FO and Cool Hand, and I'll probably toss in Mk 2 for good measure.

Tie FO's are around that much. Named Tie Fighters are that much. These guys have a great dial, but will be able to TL and Evade every turn! Sure, only 2 dice, but so are all those Tie Fighters and Tie FO's.
You're not really double stressed though. You end up with 1 stress after you cool hand and can take a green next turn to clear it just like you could with PTL. The big difference is that you're getting 4 actions: 2 focus, TL or BR, and (most likely) an evade. I was looking at this build with a Yorr shuttle or EpiLeader or a buddy with wingman. All 3 options mean Yorr not stressed. Enough Points left for an other ace and more than just the Emperor on the shuttle or 2 named ties or 2 FOs. Kinda fun.
And, as with everything, you don't have to do it every turn. Probably want to do it 1st engagement round or if you get yourself caught in a bunch of arcs but with or without a stress reliever there are plenty of times that an extra focus or evade would change the momentum.
Tomax, tractor vessery, and Omega Leader is my go to 99 point list.

Scourge + Crakshot
Inquisitor + VI + title + thrusters
Crackshot PS 7 3-4 dice ties with action economy and a PS 10 Ace hunter sounds like a nice well rounded group. Call it Imperial Maxims.
Pretty sure the EI and or Rebel Captive will turn those named ties into FOs for TL + focus...but it's a really nice mix of old and new.
This isn't a discard EPT, but what about Bren with VI?
For 35 points you can get a PS10 bomber with Ion Pulse Missile, Homing Missile, Extra Munitions, and Guidance Chip. He's a nasty threat to Aces with easy TLs and highly modified attacks, and he's a threat to fat turrets with real double-IPM walk-off potential. None of those missiles require spending the TL, either, so you can get re-rolls + GCs with all the missiles, or just bank the TL for later, which can be very useful.

I wouldn't be surprised if VI Bren ends up on the table as much as any of the other builds for him. 25 points for a PS10 Bomber with no pilot ability is respectable.
I would think Rec Spec could find a home on the new bomber. I think running Tomax+Crack+Recspec would make him hard hitting and pretty tanky for not a big investment of 28.
For two points less you can get Omega Leader with Juke and Comms Relay which is kind of the same thing you're going for here. Omega Leader is more action dependent but probably better in the long run both offensively and defensively as well as being more maneuverable.
The one thing that Tomax would have going for him is that he'd probably be less of target than Omega Leader is.

Despite staring at that build in squad builders all **** day, I somehow messed that up. Wow. I guess I should sleep more than an hour before going to work and discussing Xwing. There goes that idea.
Now that I have had a full night's rest I present something that will actually work:
Tomax+title+ coolhand + Fleet Officer +Twin Ion MkII
Inquisitor + VI + Title + Thrusters
Omega Ace + Juke + comms
Epsilon Pilot
98pts for an init bid
Tomax only gets "3 actions" but is cheaper and less likely to be stressed. Inquisitor can hunt PS 8, 9, and even less bidding PS 10 Aces. If a PS 11 shows up, time to let Omega Ace have a word with him. Epsilon is there to be a blocker that also has some resilience. You COULD add a Tactician to Tomax instead of an Init bid or drop Epsilon to a basic Tie and keep the init bid but I feel like this list has a lot of ace countering already.
I can't wait for more 3pt or less imperial crew.
