Emperor + saboteur - how would you build it?

Why Saboteur is a bad choice even with Palpatine around:

1. You need to decide to use Palpatine on Saboteur before you know if Palpatine would be better used during Combat.

2. Crew slots are valuable. There's almost always something more useful to put in them.

3. You need to burn an action to activate it.

4. Even with Palpatine, using Saboteur is still a gamble because some crits just aren't worth it.

It boils down to the same problem as Expose: in comparison to the benefit you get, you're paying too much of too many different kinds of costs.

That's not to say there isn't a consistently winning squad out there that features Saboteur (or Expose, for that matter). And if for some reason your life's goal is to optimize Saboteur, the Emperor is an effective way to do it even if it's not efficient.

But if the question is how I would build Palpatine + Saboteur, the answer is that I wouldn't.

Tie shuttle with saboteur, Palpmobile and some serious guns to do the real work.

Colzet is a much better choice to get the same effect. It costs an action to use his ability (unless he has FCS) but that action can happen before the target has been given a damage card. As long as he has a target lock, his ability has no range restriction. Even if you never use his ability he's still a solid enough addition to a squad for his cost.

Not your classic Palpmobile, but it should get on people's nerves pretty hard. And if you lose one component, like Wampa or Colzet, You can still use Palpy to keep Carnor alive!

It also has the potential to completely cripple for example a 48 point Corran Horn or a "you can't touch this"-Soontir. Provided you get any shot with Wampa, and get a TL with Colzet. Then you just hope for a nice dirty crit like injured pilot or damaged sensor array... You could add Maarek for more crit fun but i feel Carnor is overall more annoying!

Saboteur is by far the most useless crew outside bomber-crew on bombless ship...

action, range sucks, not 100% chance

and paying 8 points for eliminating 1\3 of it's miserable failure sounds too pricey for me.

Don't get me started about the upcoming Tie Shuttle title that removes the Bombing ability so the Tie Bomber can't actually take Bombradier!!!!

So you see no benefit to the Emperor, should the Saboteur not be available? Makes no sense. Fact is the Emperor is a very strong card with alot of versatility. Hence 8 pts. 2 pts saboteur to create a R1 safezone against damaged ships is obvoiusly situational (what isnt?!) but cheap for the safety and potential gamewinning crits it could provide.

Why in the 9 hells would one take the worthess thing that is saboteur?

I might be harsh, but saboteur is a huge FAIL of game design. Can't quite put it any other way.

I am sorry if this has been discussed before, I tried searching but failed.

So here goes:

How should the Saboteur crew card have been designed to actually be of use (but not overpowered that is).

The 4 elements are:

1. The target must have a facedown damage card

2. Range 1 bubble

3. The use of an action

4. The dice-roll

Which in combination is too much.

1. (+2.) basically the whole idea of the upgrade.

What if the requirement of the action was simply removed and the effect took place in the end phase?

I.e. In the end phase the ship carrying saboteur may chose 1 target at range one and perform the sabotage.

Too powerfull?
