High, but not that high.
Because the $30 MC30c pack nets you both TRCs and Assault Proton Torpedoes... Which are both very desired cards, and the price is low enough on both of them to not make buying one and selling both of those as a profit situation.
But supply and demand fluctuate heavily, depending on what is out there... Which is on-par for any Second-Hand resell situation. Of course, depending on how its approached, it may even be illegal at times.

The Worlds Alternate Art cards are going to be the exception to the profit limit, as they are effectively priceless.

Navigation officer allowing you to choose a Nav command at the beginning of activation is also high. $6-7. Expanded hanger bays $6 boosted coms $4 and Intel officer and ECM at $3 are about it for costly ones.
