is it acceptable to move your ships when you see where your opponent is placing them during setup. I played against a guy today who saw where I was putting my ships and started adjusting where his ships where to compensate. I didn't object, but I moved one of my ships and he readjusted all three of his to compensate. Again, I didn't say anything but I wanted to move my ships around to react but was worried we might spend 75 minutes repositioning and not playing so I just got on with it.

However, when we were leaving I did the same thing to him with my car as he had done on the mat, and I kept driving up in front to stop him getting out of the car park and every time he moved I drove forward violently like I was planning to hit him. It was pretty awesome. I only stopped when his ride turned up. Man, was him mom pissed! I could hear her shouting as he got into the car and apparently it wasn't the first time he'd soiled his pants recently!

Anyway. What are the rules?

Well the carpark exploits were probably a bit over the top, but the game has particular setup rules on page 17 of the Rules Reference.

"The players place their ships into the play area in order from lowest pilot skill to highest pilot skill. If multiple ships tie in pilot skill, the player with initiative places his ships with that pilot skill first. Ships must be placed within Range 1 of their player’s edge."

After the obstacles (asteroids & debris fields) have been placed, both players start placing their ships, as per the above rule. Once a ship has been placed on the table, you shouldn't be moving it around in reaction to the opponent.

Placement during setup can be a major factor to the outcome of the match.

Don't be a factor in a road rage incident. There's a big difference between game life and real life. As Parravon stated there are rules covering setup and ship placement. You should have questioned his adjustments. If you're unsure of the rules, keep a copy with your ships and NEVER take your frustrations outside.

This is the point of low and high ps, and initiative bid.

If he puts out his low ps ships first then you put out yours, he cannot reposition the ones he has out after seeing where you put yours.

Your basically committed once there out

If it's a friendly game I wouldn't worry about it, but in a tournament setting I'd tell him he is committed once they are out

If he's new it could just be a simple error, but if he's experience and knows the rules then it's cheating

Friendly game or not, you should be pointing out when players are playing outside the rules. It does nobody any favors to allow someone to randomly ignore game rules. You may even be doing that player a disservice as they may think what they are doing is legal, or others they play will think that it is permitted and start doing it themselves.

Non-tournament settings are places to learn the game, they should involve correct usage of the rules as much as any tournament.

The game basically starts the moment the first asteroid is placed on the table.

You place a ship, it stays there until the first maneuvering.

If he sets out multiple ships of the same PS I believe he should be able to adjust those ships as he likes although the rules may call for setting them out one at a time. Beyond that the rules are pretty clear that each player setup pieces from lowest PS to highest PS with the person with initiative setting up first if there is a match in PS.

Say you have Luke, Biggs, and Wedge and are going against Howlrunner swarm with a bunch of Academy Pilots plus Howlie. Let's just say that you have initiative in the game. The set up order would be:

PS1: Academy Pilots (specifically one at a time although here I may be ok with some fudging)

PS 5: Biggs (none of the APs can make adjustments.

PS 8: Luke (because you have initiative and must place first).

PS 8: Howlrunner (you can't change your ships to compensate for his position.

PS 9: Wedge.

Now I'll grant that once the first ships are down in this example you'll have a decent idea where the rest will go but if the Empire was using some flanker units like Fel or maybe Vader the Rebels would NOT be able to reposition their low PS pilots to account for them.

PS 8: Howlrunner (you can't change your ships to compensate for his position.

Well considering some of the behavior you read about between blood relations little surprises me but a lot disgusts me. Father stabbing son over turkey leg at Thanksgiving, woman stabs sister over last piece of pie, etc.
